The city council of York, northern England, will vote on whether to bar restaurants from serving the livers of force-fed geese or ducks.
Only three restaurants in the popular tourist city are believed to serve foie gras.
“It is a brutal practice, the production of which has rightly been outlawed in Britain,” said Paul Blanchard, the vegetarian Labour Party councillor who is leading the calls.
“But we are still one of the biggest importers of foie gras from France and, until that stops, the torture of these birds is on all our consciences.”
In the United States, California and Chicago have banned the sale of foie gras, while production is prohibited in countries including Germany and Italy.
Britain imported 6 205 tonnes of foie gras in 2005, of which 507 tonnes were from France, according to figures from British customs.
Most of Britain’s foie gras comes from Hungary, Bulgaria, Israel and Spain.
France is the biggest producer in the world, with 18 350 tonnes in 2005 – 75 percent of worldwide production.
It also consumes 75 percent of the world’s foie gras
