Using a potato peeler or zester, remove yellow peel thinly from lemons and cut into thin strips.
Combine sugar and water and bring to boil. Reduce temperature so that mixture simmers, then add strips of lemon peel and cook for about 10 minutes.
Cool in saucepan, then remove lemon strips and place on waxed paper to cool completely.
