Heat the oil and fry the onion, green and red peppers and garlic in the oil.
Add the shredded cabbage and stir until well mixed.
Add the tomatoes, onion soup powder, herbs and water, cover and cook for 30 minutes.
Blend in a blender to form a thick soup. Add extra water if you prefer a thinner soup.
