Method:

Cream the butter, sugar and honey together until light and creamy. Add the water and mix until smooth.
Sift the salt, baking powder and flour together. Gradually add to the butter mixture and mix to form a dough.
Knead the dough until it feels like soft clay. Chill until firm (about 10 minutes).
Meanwhile, preheat the oven to 170 ºC and line 2 baking sheets with aluminium foil, shiny side facing down. Do not butter the aluminium foil.
Sort the sweets according to colour and place the different colours in separate plastic bags. Crush the sweets using a mallet.
Roll the dough out until about 3 mm thick and cut out different shapes. Cut out holes from the centre of each cookie, place the cookies on the baking sheets and bake for 5 to 8 minutes.
Allow to cool, fill the holes with an even layer of the crushed sweets, using one colour for each hole.
Bake the cookies for another 5 to 8 minutes until the crushed sweets have melted and start to bubble.
Allow to cool completely before carefully removing from the aluminium foil.
