Mix the dry ingredients and sprinkle with the instant yeast. Pour over the oil and the lukewarm water. Mix to form a stiff dough and knead until the dough is smooth and elastic and no longer clings to your hands. Cover with plastic wrap and leave to rise until doubled in bulk. Punch down and divide into 12 uniform balls. Flatten the balls slightly and fry in a heated pan brushed with a little oil. Fry until brown on both sides and cooked inside. Sauté the onion, green pepper and garlic in oil until soft. Add the soya mince and enough water to cook the soya until soft. Add the remaining ingredients and simmer till done. Serve with pan bread and a sprinkling of cheese. Serves 8-10.
