Place all the cake ingredients, except the milk, in a bowl and beat until well mixed. Add the milk a little at a time beating to form a smooth batter.
Spoon the batter into the paper cups and bake for 20 minutes or until done. Remove from the oven and cool in the tin for 5 minutes before transferring to a wire rack to cool completely.
Icing Cream together the butter, icing sugar, salt and enough milk to make a creamy icing that's easy to spread. Divide the icing into 4 uniform quantities and colour each as desired. Spread the icing on top of the queen cakes and decorate as desired.
